  If you want to start a new site on WordPress.com, you can do that by going to https://wordpress.com/start/site/ and following the steps.

  The OP said in their initial post that they’re new and that they don’t have a site yet. Asking someone for a URL in this case makes it look as if you simply didn’t read their question, and isn’t really helpful.

  Make sure to understand someone’s question before you reply :)
