If you are using blocks to create your posts and pages, the most straight-forward solution is to use the Layout Grid block: https://wordpress.com/support/wordpress-editor/blocks/layout-grid-block/

I used the grid, but as you can see in the image on the desktop the icons are aligned horizontally, while on mobile they are out of phase and horizontally, on the tablet even worse.
why are they not always seen horizontally?

That would be how the theme is handling the grid within its constraints on the smaller screen sizes.
There isn’t a way to adjust that, but it might handle a Columns Block better: https://wordpress.com/support/wordpress-editor/blocks/columns-block/

I used the columns. the problem of verticalization on mobile is not solved, but at least the icons remain centered on the page.
