  I cannot figure out how to add alt attribute to images in a gallery

  Hello,
  One way you can do this is to go to the media library at My Site ->Site ->Media after uploading your images and edit the images to add the alt text from there.

  Hi there!

  In addition to the suggestion above, if you’re using the Image block to insert images, you can add the alt text to the block settings on the sidebar. See this page for more information: https://wordpress.com/support/wordpress-editor/blocks/image-block/#block-settings

  These instructions are for WordPress.com sites, but the image block works similarly on WordPress.org sites as well. So you should see the same option on your WordPress.org site’s Image block.
