image is pixelated when proper dimensions used

I fit my image to full width which at first did nothing but when I started moving blocks around it snapped to full width. Someone suggested i “edit photo”
check if it has any image file size. if yes make it full. I can’t find the “image settings” i have a different nag system than other people.

so this is what I see. and when i go into the image editor as well there are no longer options to edit like there were five years ago. I made this to the specifications listed for full width image on wordpress. and again i used the cover banner thing and there was no “full width” option at first then moving around it somehow snapped to full width and I have left it alone but it is still pixelated.
If i look on my laptop it is fine but on my monitor its pixelated and not sharp or dynamic.
