Image linking difficulties

Way back in my history of wordpress I always uploaded my images so that if people clicked on the image in a post it would link to a image with the title of the image and the description below.
You can see an example here:
http://coffeevancouver.ca/2008/06/27/proof-of-concept-taxi-cafe/taxi2/This was great because when people searched for images in google and then they clicked on my image it would show up with all my navigation. So I would get traffic from images. If you made a third click on the image it would go to the image without any formatting at all.
But somewhere along the way in the upgrades either we lost this function or I lost how to do it, because now when I put an image in a post I have lost how to link to the image with all the formating.

Also why am I able to comment on individual photos?
And which setting do I need to turn on to return to this way of post and viewing photos ?

I received a reply from WordPress support and this was the response.
Before you click on the “Insert into Post” button, make sure that you click on the “File URL” button. This will ensure that the image is linked and your choice will be remembered for next time.You can only comment on images when the “Post URL” button is clicked before the “Insert into Post” button. This creates a specific page for the image itself.
