Image maps code & CSS to display tool-links

Would WP.com CSS package upgrade allow me to add CSS functionality similar to the one demonstrated here?
http://www.cssplay.co.uk/menu/tool_links#nogoInstead of implementing it on text, I’d like to implement these so called tool-links on hotspots defined on an image using image map code
Do you think that would be possible?

All CSS editing at wordpress.com is themes specific. there are no “CSS packages” you are expected to do this work on your own without Staff support. There is a CSS edit preview function you can use here > Appearance > Themes while waiting. Please note that the Volunteer who helps with CSS will need to know the complete URL for the blog to which you are referring starting with http://

I was actually referring to the paid upgrade known as Custom CSS Premium Feature – would purchasing this feature allow me to implement my needs, as described above, on a free wordpress.com template? Since the current non-premium CSS access does not allow this, I do not have yet a URL to post. Image maps code and the CSS that would allow for the so called tool-links http://www.cssplay.co.uk/menu/tool_links#nogo , I assume, would not alter the template design or functionality but rather add a functional feature we need on our future site.

No, it won’t do that.
What it does is simply allow you to manually edit your CSS. I suggest you try the free Preview to see if it functions in a way you like.
