Image preview not appearing

  Hello,

  When I try to edit an image on WordPress the preview never appears thus never allowing me to edit my image. I know this has been a problem in the past so here is what I have tried.

  I am using a default theme (twenty fifteen), with no plugins activated, when I pull up phpinfo it says GD is enabled, and my cache is clear. Since this is affecting me on default themes that means that gaps in the functions.php code wouldn’t be an issue correct?

  Also, I am using a multi-network multi-site self hosting system.
