Image Title, Alternative Text

When inserting an image in a post, in the ‘media > attachment details section, it has the Title for the image.
But when you go back to the post and open the image, it has what was previously in the Title box now showing in the Alternative Text box.
Which means when you publish, nothing shows when you hover over the image, unless you manually delete what is in the Alt Text box and retype it into the Title box.

Why does it switch from Title box (in Media) to Alternative Text (in edit post mode or published post)?

    Thanks.

This happens because the alt text is required while the title isn’t, and because the title creates problems in some applications.

“Which means when you publish, nothing shows when you hover over the image, unless you manually delete what is in the Alt Text box and retype it into the Title box.”
That’s not correct. First, the alt text must be present: it should be a description of the image, and it’s important for search engines and screen readers. Second, if you do what you say, again the title will be turned into alt text. The only way to add a title is insert the image, switch the editor to “Text” and type the title attribute manually in the code of the image.
