  I am trying to make it where when the user hovers over an image I can display a Navy blue background with some text on it that will describe the image/link the image takes you too.

  Hi there,

  There is not a way to create this as a custom addition to your site, but instead you would need to choose a theme that has this hover effect built in by default. It is not possible to add this effect to the Edin theme.

  You may wish to look at our other themes available here, though there is not a way so suggest only themes that have this hover effect, so you will need to check with the demo site for any theme you are interested in, to see if it has the hover effect for images: https://wordpress.com/themes/
