Image won't resize

I can’t get the my home page image to resize to full page, I have tried changing the size when uploading to 1000 x 815 but it keeps defaulting back to 700 x 570. I have tried changing the size in the css but that keeps defaulting too.
Can anyone help?

Also my images editing functions are now changed- I can no longer go into advanced setting in an image to ad a border or add in pixels to create a space between images and text.
Can anyone help?

Please note that there has been an update to our editor as seen here:
The border feature has been removed at the moment (we are still looking into making changes) but the space between the images and text is still possible using your space bar as seen here:
As for the resizing of the image, this is a part of the theme design. As seen in their support guide here:

The main column width is 700, so the image cannot be wider than that.

Thanks for the update.
I am now trying to add a new image into my gallery but that has changed too. How do I add an image and get it to align with the rest of the image in there? When I put the new image in now its just appears by itself and away from the rest of the images?
