I signed up for the premium service for $99 about an hour ago. I need more time to figure out how to setup a new website, not a blog.

Provided you are logged in under the same username account that registered the blog and purchased the upgrade(s), you can confirm your billing history at > Dashboard > Store > Billing History and you ought to be able to request a refund from your dashboard > Store > My Upgrades
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

Thank you for your response, but I am trying to get through to WordPress support to get confirmation that my subscription is cancelled with 48 hours as it is stated in their policy.
I need go through other functions before I commit a payment.
