To save you time we can try to determine relevant details such as which upgrade, which site URL and which username account is this about.
How many username accounts and sites do you have? Maybe you failed to cancel one and disable auto renew.
Canceling and Refunding Purchases
https://en.support.wordpress.com/manage-purchases/#canceling-and-refunding-purchasesAutomattic Inc. https://automattic.com/ owns WordPress.com and other products like Akismet and VaultPress, etc. so this could be a charge related to one of them. It’s important to know that each charge is sent to the registered email address for each username account, so if you have more than one username account that could be confusing you. Also, if you have a wordpress.org account and a wordpress.com account that could be confusing you.
To address any and all billing issues like this one we can click https://wpchrg.wordpress.com/ and we can also use this form (which works even when the main contact form is closed): http://en.support.wordpress.com/contact/?whywasi=charged
Have you tried using that resource?

Hi there,
Are you speaking of your Premium Plan on zemeraradio.wordpress.com? I can cancel it for you and still refund your domain at this point, but please note that cancelled domains don’t become available again immediately and you might not be able to use the domain somewhere else at a later stage. Only cancel a domain if you’re sure you no longer want to use it.
If you are speaking of the Personal Plan which you’ve already cancelled and refunded, it wasn’t actually necessary to cancel that. If you’d upgraded from Personal to Premium you’d only have paid the difference in cost between the two plans.
