import export missing entries odd tags entries have tag numbers

I just did several exports from wordpress.com to import that db on my local machine, prior to going live with a hosted solution.
My export file is less < 1MB. Did 4 exports. 4 times the same size etc.
Per import there were about 80 files added to the database, with a final maximum of 400.
I am however missing a few individual entries in a few categories as the number is off by 1.
Now, given that is an export/import from another blogging solution (missing images), I am honestly not worried about a handful of entries.
The thing that really has me scratching my head is that all the entries on the local installation have tag numbers instead of words / keywords. For instance 76 39 45 etc or multiple with commas in between.
Where does issue come from?
And
How can I correct this without trolling through hundreds of entries manually?
Or will this fix itself? -
This happened to me on one of my blogs and I seriously don’t have an answer. Hopefully staff can answer this thread.
