Import fails: Invalid WXR File

  I am exporting from http://people.kmi.open.ac.uk/jack/ which is a wordpress blog. I am importing to the same kind of blog. The first few lines of the exported xml file read:
  <?xml version=”1.0″ encoding=”UTF-8″?>
  <!– This is a WordPress eXtended RSS file generated by WordPress as an export of your blog. –>

  When I click import, select wordpress, then browse to the file and click import, it waits a few seconds, then fails saying
  Invalid file

  Please upload a valid WXR (WordPress eXtended RSS) export file.

  The file is 435k, no apparent glitches in the XML.
  An earlier issue similar to this had something to do with PHP. That cannot possibly be the issue here since I’m importing at wordpress.com.

  Any suggestions greatly appreciated.

  But…http://people.kmi.open.ac.uk/jack/ is not a WordPress.COM site. It is a WordPress.org site, and our answers will not apply.
