Import From WordPress Export File Not Working

I want to import posts from another website and have the backup file on my computer. However, when I click on WordPress under Import, I am not prompted to select the local file. Instead, I get this message:
We’re processing your import now and will send you an email when it’s all done. If you don’t hear from us within 24 hours, please contact support, and we’ll get everything fixed.
How can you process my import when I didn’t select the file? Please advise on how to rectify this. Thank you.
