Import option in tools inaccessible for subscribed site

I have been trying for weeks to figure out how to set up a site here. Finally made some headway & then got on a plan. However, the site I want was actually made on my second site, which does not have a subscription. I got a tutorial about exporting from the second site, and got that export file in my email.
The problem with importing to the subscribed (first) is that the Tools option isn’t showing up in the menu, when I’m using my tablet, in Jetpack. I did contact WordPress support to get help with importing, as I couldn’t even import using the WordPress website in Chrome. I’m just continually stressed out about all the hiccups with finally getting my site finishes to publish. Please help.
