I started a self-hosted worpress site in docker on my personal server. I have all of the content from the presious site, as it was written to my harddrive (both site config and the sql database).
I want to ‘restore’ this content into a new wordpress site.
Is there a way to do this?

Hi there, had you intended to restore the content and SQL database to the currently free site http://alexstapo.wordpress.com/ that you have here on your WordPress.com account?
If that’s the case then you’d want to consider our Business plan for http://alexstapo.wordpress.com/ – it lets you use SFTP (SSH FTP) and provides access to phpMyAdmin, along with other features such as enabling the site to install plugins and custom themes from third parties, and daily backup.
We have information regarding the Business plan here:
https://en.support.wordpress.com/plan-features/business-plan/Our ‘sibling’ service Jetpack has some information about manually importing site content including the SQL database (the Jetpack backup which is part of our Business plan offers the same type of content export):
