  Why I cannot find the “Import rss” option in my Tools->Import list….

  Hello there. In case what you are trying to do is set up a free hosted wordpress.com blog comprised with content sucked from RSS feeds and displayed in posts or on pages, then do be aware that wordpress.com does NOT allow us to create blogs (splogs) with duplicate content pulled from RSS feeds.

  If that’s not what you are trying to do then please be more specific about exactly what you want to do and we will help you. Where are you trying to importing RSS feeds from? Have you set up RSS widgets in your sidebar?

  The RSS Widget displays posts from any RSS feed URL in sidebars only. These widgets CANNOT be used in pages or in posts. See here for instructions > http://en.support.wordpress.com/widgets/rss-widget/

  You can import links from other systems into your WordPress.com blogroll. Links can be imported if they are saved in OPML (Outline Processor Markup Language) file format.
