Hello and welcome to WordPress.com!
The XML file is over the allowed limit (15mb if I remember correctly). Don’t worry, the Support staff has been notified and they’ll handle the import for you.
As for the permalink structure you can read this support article:

Hi there,
It’s not possible to upload files over 15MB, no, so you’ll either need to export your content for only a few months at a time to make smaller export files, or otherwise you can use an XML splitter app to break it up into smaller pieces:
http://www.wpbeginner.com/wp-tutorials/how-to-split-large-xml-files-in-wordpress/
Please see the link @fstat provided regarding permalink structure. If your self-hosted site is using the post ID structure, the importer might not be able to correctly rewrite those URLs, so for example, links where you linked to other posts on your site might not work after the import.
I’d recommend updating the permalink structure on your self-hosted site to one using post titles instead, and then make a new export file to import here.
