  Import website theme from PC??? I can’t to look up the way for realizing my desire.

  You can’t upload third party themes on the wordpress.com platform unless you upgrade to the Business or ECommerce Plan, https://wordpress.com/pricing/

  No you can’t. On the Free Plan you can only choose a theme from https://wordpress.com/themes/free
