Importing a pre built website to wordpress

  I have created a template website but wanted to bring it to wordpress to utilize your blogging platform so I do not have to build a back end sql server database. Can I upload my wesbite,css and JS files and use the wordpress engine to manage my posts ?

  I am currently a free user is this a premium option ?

  Unfortunately wordpress.COM doesn’t allow custom uploaded theme. You can choose from hundreds of beautiful themes. Make it your own with Custom Design, but couldn’t alter the underlying codes.
