Importing a template

I have created an account and now need to import a template. The first instruction is to sign in as an administrator… how do I do this? Then I have to find ‘Tools, Import’ in the admin panel. Please HELP!

You can’t add or install themes on WordPress.com:

Instead of uploading a theme, try checking out the current theme collection to see if there’s an option there that will work well for you.All the available themes on WordPress.com are here:

This is what I have been instructed to do; are you telling me it cannot be done on my blog site at all??
“Download the .xml file (below, or through this link: OCA template file) to your computer. Depending on how your browser is set up, you may need to right-click on the link or file and select ‘Save file as…’, ‘Save link as…’ or something similar, in order to download it instead of opening it.
2.create a new account and blog at http://www.wordpress.com (don’t use this file on an existing blog, or you may lose your existing articles.)
3.Go to your blog’s Dashboard (the admin area)
4.Go to the ‘Tools’ section in the left-hand menu.
5.Click on ‘Import’ and select ‘WordPress’
6.Click ‘Choose file’ and browse for the file you downloaded
7.Click on ‘Upload file and Import’ to begin importing the categories -

Really? What is the URL (https://…) of your blog/site?
P.S.: Maybe you wrong, in blogs hosted by WordPress.com you can’t do that.
