  how do i import a theme i’ve just purchased from themeforest?

  You can’t import a theme on a free WordPress.com blog you can only use the free or premium themes provided.

  Thx. If I upgrade to a paid wordpress, am i allowed to import a theme purchased elsewhere?

  No. Those themes are for WordPress.ORG blogs only. If you paid for it, ask for your money back.
