Hi,
Could you let us know if your previous website – bloggerprashant.com – was running self hosted WordPress(.org) or something else?
Importing from WordPress.org to WordPress.com can be done only via XML files. The detailed steps are provided here – https://en.support.wordpress.com/coming-from-self-hosted/
If you used a third party plugin to create a zipped backup of your website, that is not supported on WordPress.com, sorry. I see that your website is no longer up. My recommendation is to get it back up, export to XML, and start the import process on WordPress.com. Once it’s over, you can take the site offline again.
If your site ran some software other than WordPress.org, import instructions are here: https://en.support.wordpress.com/import/#importing-content-from-another-platform

My site was running on self hosted WordPress(.org). As my site is no longer there and i only have backup folder in .tar format. Is there any process to get xml file from .tar folder.

I think the best resolution for this would be to create another temporary WordPress.org site, import the content using the same plugin you used to create the .tar file, and then export it to XML. You can then import that XML to the WordPress.com site.
If you don’t want to use a web host for setting up a WordPress.org blog, you can get a localhost site up and running with something like Bitnami. https://bitnami.com/stack/wordpress
All this will obviously be a bit of work, and you may have to tinker around a bit. Alternately, you may also contact the plugin developer and check if they have a way of getting an XML from a tar file.
