Importing from WordPress.org XML exported file

WordPress.org Help says I am supposed to be able to check the “Download and import file attachments” checkbox to allow WordPress to correctly move my posts including all the photos. But when I go through the import process step by step, there isn’t any “Download and import file attachments“ checkbox.
1) Am I doing something wrong? If so, what should I do differently so that I can see the checkbox for “Download and import file attachments“?
2) If I am not doing something wrong, why isn’t the checkbox for “Download and import file attachments“ showing anywhere in the stop by step process to important the WordPress.org XML exported file into WordPress.com?

I’d like to troubleshoot this for you to see if we can sort it out.
First of all, let me confirm: you wish to export the content from a self-hosted site (a site hosted elsewhere running the WordPress software from WordPress.org) and import it into WordPress.com? What is the address of the site you are trying to export? What version of WordPress is running on that site?
Is your site private? Because of the way the export is created, attachments cannot be included and then used for an import unless the site is publicly viewable.
Are you using a plugin for your images, such as NextGen Gallery?

@jackiedana: yes, your understanding is correct.
The address of that site was http://www.stopajcreach.org/ and is no longer available.
The site is not private.
We are not using a plugin for our images.

Ah, the site is no longer available. That would have the same effect as it being private.
If the site isn’t available, the attachments won’t work. Basically what happens is that WordPress doesn’t download image files but creates links to them, and when you import the file, those links grab the images from the server and pull them over.
Your best bet would be to reactivate the site for the export. If that’s not an option, if you have access to the wp-content file for the site (where the images were stored), you can upload the images manually to WordPress.com, but you will need to reattach them to their associated posts or pages.
