Importing .sql backup of WordPress blog

I’m considering moving my blog over to the paid WordPress.com hosting from a hosting provider that was hacked. I only have a .sql backup of the blog. The actual hosted WordPress blog is no longer live, so can’t export.
Is there a way to import the .sql backup?
The blog I need help with is: (visible only to logged in users)

Hi there, The short answer appears to be no. You’ll need to find a way to create an XML file first.

Hi there,
We don’t have a way to import SQL files, no. You’ll need to upload it to a self-hosted installation and then export the XML file from there. You can do this on site running locally from your computer, though. You don’t need it to be hosted online. However, any images included in your site won’t be imported if you use the local-hosted option.
What is the file size of your SQL file?

The uncompressed file is 29 MB. Tried compressing to gzip, but still can’t import it in XAMPP. Will see if I can upload to a host temporarily.
