Importing SubStack subscribers to self-hosted WP install

This is a freshly installed WP site, locally hosted NOT on WordPress.com
Substack content imported mostly sucessfully.
I cannot find ANY way to import the subscriber lists. Every instruction describes things that do not appear on my site.For instance, the WP site says:
<b>Import Substack Subscribers to WordPress.comNow that you have exported your email list from Substack, follow the steps below to import it into your WordPress.com website:
- Visit your WordPress.com dashboard.
- On the left side, navigate to Users → Subscribers (or Jetpack → Subscribers if using WP Admin).
- Click the “Add subscribers” button in the upper right-hand corner.
- Click the “Import from Substack” option.</b>
There is no “Users – Subscribers” or “Jetpack – Subscribers” option anywhere.
Other places direct me to “Click the “Add subscribers” button in the upper right-hand corner.” That button does not exist.
This is a fresh install, with JetPack added. There is one “admin” user only.The blog I need help with is: (visible only to logged in users)

Let me add, the WordPress install was done using the Softalicious tool provided by my ISP. I’m thinkiing that might be the problem.
