Improving the Community Pool

I just want to vent a pet peeve or two about the Community Pool and make a couple of suggestions.
1- There’s at least one very well-established blogger who keeps using the Pool to advertise new posts. Could WP add a guideline that the help requests should only be for relative newbies and bloggers who are embarking on new directions or making changes? Some requests for feedback seem disingenuous at best; others would benefit more from the feedback that is given to bloggers who don’t need it.
2- With the new Daily Post theme, the page scrolls back to the top after you leave a comment. For someone like me who replies to multiple people in one sitting, it can be time-consuming to find where I had been in the comment list. (Sometimes I remember to note a blogger’s name so I can use it as a search term…) Disabling that return to the top would be great.
