Inability to change password for wp-login.php

A few days ago, I attempted to change my password to the dashboard for the blog. Somehow, the change didn’t work, and I am unable to make another attempt. I am locked out of development for my blog. When WordPress sends a ‘reset’ email, it doesn’t work. I am able to produce essentailly all the source material for the webpages and posts for the blog; the text loaded in the dashboard to ultimately be posted on the blog. You can’t find better verification than that for my ownership.

Ok so to check, are you logged out of the WordPress.com account?
If yes, what is the email address you’re entering into the password reset form: https://wordpress.com/wp-login.php?action=lostpassword
Only staff will only able to see this email address in the public forum.
