For WordPress.com Hosting you need the Business Plan or higher to be able to install plugins where as on .org you can upload themes and plugins free

On WordPress.com the site infrastructure allows plugins once upgraded to our business plan. That’s $300 per year and it includes the domain fees, the hosting, and access to our live chat support team which is available to you 24 hrs per day.

Take a look at the getting started materials for using WordPress.org before you do anything. That version of WordPress, while free to use plugins, does not have a support team and is much more technical and hands on. So, for example, if you add a plugin that breaks your site, you have to figure out how to fix it instead of just reaching our team on live chat.

This page explains some more of those differences:

    WordPress.com vs. WordPress.org

What plugins do you want to use? Perhaps we already have the built in functionality and they aren’t even needed.
