Inactivated publishing button

  Publishing in my blog has been inactivated by WP because I had registered a dispute with paypal about refund of money to my account. This dispute has been closed now.
  Will I be allowed to publish again or is this option gone for ever ?

  The blog I need help with is: (visible only to logged in users)
