Inactive blog and releasing the url

I would like to use the url theloadingbar.wordpress.com. It is, however, already taken and when I went to look at the site it was made April of 2012 and has never been updated. I was wondering if the blog has been inactive for a long enough period of time and never updated if the url could be released for my use.

There is no expiration date on blogs unused or otherwise. Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
