  how do i make my blog inactive while it is being built?

  The blog I need help with is: (visible only to logged in users)

  Since your site is already marked Private, it looks like you’ve resolved this issue.

  For anyone else, change the Visibility setting under WPAdmin Dashboard>Settings>Reading or My Sites>Settings>Site Visibility to “I would like my site to be private, visible only to myself and users I choose”. When your site is ready to go “live” change that setting to one of the other two options on this page: https://en.support.wordpress.com/settings/privacy-settings/
