Inactive domain name

  The domain name is already being used, however the website is no longer active. (There is a cannot display page.) Is there a way to deactivate the previous account to use the domain name?

  I am confused – but WordPress.COM domain names belong to the original person that registered the blog – there is no requirement for a blog to be active.
