inactive sites/ web addresses

  There are a couple of blogs that appear to be inactive. One has not posted since 2009, the other since 2010. I am interested in taking over their site name/ web address. I have posted a comment on their page asking if they are still planning on blogging or if I can take over their site name and am waiting for a response.

  No the only way you can use an address owned by someone else is if they transfer ownership of the site from their WordPress.com account to yours.
