  I’ve been writing for a while and I’ve finally decided to put myself out there and start publishing my writings. I would like to use wordpress as my platform but the domain that I would like to use is not avaliable, the user that is using it is inactive. I was wondering If it is posible for me to have that domain.
  My current blog is; thisisnotafashionblog0.wordpress.com
  I would like to use; thisisnotafashionblog.wordpress.com

  Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. Inactive blogs do not mean the sites will be deleted: WordPress.com will not take anyone’s site away from them.

  You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/

  You can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

  thisisnotafashionblog.wordpress.com – is alive and well – WordPress.COM will not take a blog away for inactivity nor will they contact a blogger on your behalf.

  You can try contacting the blogger yourself and seeing if they will transfer the blog to you.
