Include remove IP plugin or add integarted option for not collecting IP

  I’d like to turn IP address logging off, which should be possible with plugins like “Rmove IP” or “Remove-comment-ip”. This is to comply with EU regulations requiring a content provider to not collect personal identifiable information unless there is a reason for it (like a current spam attack or frequent abuse of the comment function).

  Some integrated option would be best, of course.
