inconsistent really unresponsive template

  I chose Chateau as a template (theme) for the second time and NOTHING is the same. Prior one showed up immediately with ‘subscribe’ and the two RSS feed links below as part of the sidebar menu; and the first also allowed me to create pages which actually showed up as choices on the navigation bar above the header picture. Not the new one. Nada. Has it been ‘improved’? because if it has, it hasn’t been.
