Incorrectly free shipping

    I have free shipping from 65 euro, beneath this amount the client pays shipping costs. Now I noticed that when a client orders for 8 or 9 euro, the system gives them free shipping instead of shipping costs. Apparently, this is only the case with this amount: if the order for less dan 8 euro or for more than 10 euro (limited to 65 euro), shipping costs are calculated. Is this a bug?
