Neither of those are wordpress.COM issues. They are wordpress.ORG issues.
Type the URL of the site you refer to into http://www.whoishostingthis.com/ to confirm where it is hosted.
This is wordpress.COM support. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
