Indentting items in a list, but in a nonstandard way

I’m trying to create a list that is indented, but not simply one level at a time right or left. This is what the PP Block List does. I thought I had the solution by using the classic editor, and then using the indent to shift the PP left or right at will. The problem with this solution is that I’ve created PP’s, each with an extra line between them. Visually this is no good, as I want it to be single spaced and look like a list.
I then thought I’d found a work around by using the SHIFT+ENTER trick to create a single space between the PP. This is no good, as apparently all lines that have a SHIFT+ENTER between them are not separate PP, but instead one single PP. So that when I indent one line in the list they all move together.
Any easy solutions to this?

Can you clarify what “PP” stands for and what you’re trying to accomplish with these lists? Do you have an example of a list you’re trying to emulate? Once we have that information, we’ll be better able to advise.
Additionally, the spacing of a list is determined by your theme, so whether or not you use the Classic editor or the List block the spacing of those entries will be spaced according to your theme’s CSS.

Sorry, I’ve always used PP to stand for paragraph.
What I want to accomplish? Well … Here’s the basic look I’m after using spaces (5, 10, 15, 20) to stand in for a TAB or INDENT option:
Plan A
Opt 1
See X
See 1A
Opt 2
Opt 3
See Y
Plan B
Opt 1
See M
See P
See 9
Opt 2
Plan C … and so on.I can go about it this way, but I was wondering, since WP is so powerful, if there is something simple to accomplish this that I’m just missing.

Great!! Disregard above. What you see is not what I typed in. All spaces added to beginning of lines have been ignored.

Hi, I could be totally mistaken, but I think your problem is with the html. Are you using ul (unordered list) and li (list item)?

Would you mind saving this as a test page?
That way, we can freely edit it and see if we can get it closer to what you’re looking for, or at least identify the problem.

I’ve edited the page to include another block that uses the basic paragraph as a list in the new editor. I won’t touch this for a while.
I seem to have egg on my face, however, because with THIS list I’m able to shift the lower lines left more than one indent level. The first time I tried it felt that I could not do this.
When I’m editing I do notice some sever lag time with the cursor moving where I want it to go, as well as type sometimes showing up on the screen a second or two after I’ve typed it. Maybe this latency was messing with how I was interacting with the list function??
Is it common while editing a page to have some lag between typing and type showing up in the editor?
