Index.php is different then Home page

  I’m developing my own site local for right now.
  Some how the index.php page is not associated to any “pages” in my theme. I can’t find it to link to it or edit it. Plus the “home” page link…which should send me to the index.php page, is sending me to my http://localhost site.

  I’m using the Delicate Theme.

  I’ve tried to re-install the theme hoping it would bring back my index.php page and properly associate my Home link..but no luck.

  The site you are asking about does not seem to be hosted on WordPress.COM so you need to make friends over at WordPress.ORG the keepers of the software you are using.
