Infinite / Sticky footer with Scroll Back To Top

    Hi! I am using the TWENTY SEVENTEEN theme. I saw a blog using the same theme but that blog has a floating kind of sticky footer as you scroll down it just pops up and stays there. It has the blog’s name on it and footer credit as well. And when you hover over that floating bar, a ‘Scroll Back To Top’ appears. I have been looking for it in all settings and customization but I just couldn’t find it. I contacted that blog, he is on free plan, so it shouldnt be a third-party plug-in. Please help, thanks!
