Yes. It appears on the comments you leave on blog posts. Why would it matter to you? Only about 30% of all IPs can be traced back to individual computers. That’s because the ISP companies have been placing hundreds of us in the same IP block to save money for over 15 years now.

Being personally identified online happens if and when you povide personal information anywhere online. The most obvious way people do this is by using an email address, which also appears when we leave comments, containing their actual name. That is why many of us use pseudonyms and throwaway email addresses. A good rule of thumb to follow is not to say anything line to anyone that you would not say to them face to face. Even if you have a static IP, I would think that getting to your individual ID would be difficult as the IP address should show as being assigned to your ISP and not to you specifically.
Your real ID is more apt to be discovered using the methods @TT posted above.
