Inline commenting

I am looking for a way to allow users to post comments tied to a particular word or sentence in a blog, rather than comments at the end of a blog post. They should appear something like those ads or definitions that pop up when hovering over underlined words (sorry, but I can’t find any right now to link). They should also be user-postable.
Is there a plugin I haven’t found that can do this, or will I need to write it myself?

There is no FTP access to free hosted WordPress.COM blogs like the empty one linked to your username and we cannot install individual plugins. They are for wordpress.ORG installs which run on different software.

http://en.support.wordpress.com/plugins/If you wish to have complete control over a blog, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.

I am making a separate blog on another site (not up yet). I am able to install plugins on it.
I just need to know if there is already one that can do this.

And in particular her “PS” at the end. You need to inquire over at wordpress.ORG forums. That is where the software you are using is supported.

On wordpress.com, we do inline comments using blockquotes. e.g.
