How do I insert a rolling banner with a link at the top of my blog?

Hi there,
For rolling banner do you mean a set of images that rotate, showing one at the time?
If that’s the case the best solution would be to select a theme that has a that feature already.

Rolling banner means that the image continues to change in the form shown in a typical banner ad, and when you click on the image, the link goes to the ad page.

You can’t put your own banner ads on your WordPress.com site, but there are other options.
