Is your site hosted with WordPress.com? If so, you may want to visit this official guide on custom design: https://en.support.wordpress.com/custom-design/
Please be aware of the following.
You can change the appearance of a theme, but not its HTML markup or PHP code.
If you feel you need this feature, you can consider moving to self-hosted WordPress: http://move.wordpress.com
Ultimately though, sharing the URL of your site as suggested by @cookgardensew would allow us to verify your hosting and point you in the right direction.

I came across something similar earlier today in another question and thought I’d share here, even though it may not directly apply to this user.
If a WordPress.com user has a Business Plan they can upload their own themes. So they could actually build on an existing theme’s HTML/PHP by creating a child theme and uploading it. Of course doing so would require a working knowledge of HTML and PHP.

Users can indeed upload their own theme if they have a Business plan. They just would not be able to use the customizer or our dashboard to modify the PHP.
@gabrielumbelino, if you’ll let us know what functionality you were trying to add, we may have another option here, too.
