insert picture dialog box is appearing too low on the screen

I cannot effectively manage picture insertions because as of last Thursday, 05/01/08, the pop-up box for inserting media is positioned so low on my screen that I cannot change the features. I have not found a way to move it up on my screen. Where do I go to fix this problem?
