Insert/Edit lilnk button in custom metabox

I would like use the same insert/Edit link button form wp-editor to in custom metabox or with CMB2. Like link shows here: https://en.support.wordpress.com/links/
I would like to let the user to add some links below every post or page. This might be internal or external content.

That’s not possible. Also allowing visitor to post links will be equivalent to throwing down a welcome mat to spammers and phishers.
Comment Moderation
Comment Moderation has a couple different options:
Hold a comment in the queue if it contains __ or more links – A lot of spam comments include a large number of hyperlinks. The default setting here is 2 but you can make this higher or lower. If you set this to 0, all comments will be held in moderation, which would be the same as checking Comment must be manually approved in the previous area.

Over 80% 0f all so-called comments submitted to wordpress.COM hosted blogs every day are spam. That’s not surprising given that the vast and overwhelming majority of all internet communication is spam. We cannot disable Akismet on wordpress.COM hosted blogs and that’s very good thing. The spam we are not sent for review contains malware and viruses and if opened would bring down many sites, not just our own site.

In this case the user is Administrator.There’s role as “user” so the Role of this user is Administrator.
And this is about theme development.
