Inserting comments into post content

Hi,
I have been creating an online WordPress copy of a previously written reference guide for users in the field. The original document consists of several ‘Chapters’, each containing ‘Sections’. We have set these up in WordPress with each “Section” constituting a “post”. Some senior users will need to be able to update the guide as applicable and/or ideally leave “margin notes” or questions relating to particular content. Is there therefore a way to “insert” a comment, a question, or new text, and highlight this change? (Similar to “tracking” and “highlight” in Microsoft Word.)Because some posts are large (20+ A4 pages of content), the Comments section at the bottom of each post is not really suitable – unless the post text can be tagged to a comment at the bottom.

Your senior users could insert their comments/notes and format it differently from the rest of the text. Here is an example:
